• Dispatches an outbound Vapi call to the customer on the job.
• The "from" number is auto-picked: TN service → +1 (731) 503-1142, LA service → +1 (504) 380-0975.
• Customer hears the right Ant agent for the call type.
• An audit row is written to event_log action=voice_call_dispatched.
• If the customer's phone is missing on the job, the call fails clearly.
• Calls are recorded per Vapi assistant settings.
